Excess Air. A boilers excess air supply provides for safe operation above stoichiometric conditions. A typical burner is usually set up with 10-20% excess air (2-4% O2). NOx controls that require higher excess air levels can result in fuel being used to heat the air rather than transferring it to usable energy.
There is a practical limit to the amount of water or steam that can be injected into the flame before condensation problems are experienced. Additionally under normal operating conditions water/steam injection can result in a 3-10% boiler efficiency loss.

Cooler temperatures lower pressure and larger particle size contribute to less complete combustion and increased unburned carbon in the ash.

It states that most modern gas burners today exhibit turndown ratios of 10:1 or 12:1 with little or no loss in combustion efficiency.
Condensing natural gas boilers are designed and built with materials designed to resist corrosion. As such they may have exhaust temperatures less than 150°F. Capturing the heat from the condensate can result in combustion efficiencies of greater than 90%.
